(Co-operation for the Development of Emerging Countries)

 

WHAT IS COSPE?
COSPE stands for "Co-operation for the Development of Emerging Countries".
COSPE
is a non-profit organisation and is a registered NGO.
COSPE
was formally established in 1983.Since then the main funding Agencies of the projects have been the European Union and the Italian Ministry of Foreign Affairs.
COSPE
provides financial support for projects with funds raised from non-institutional donors and local councils.
Other donors for specific activities are: UNHCR, UNICEF, FAO.

The main activities of COSPE are:
· Project feasibility and evaluation, project logistics and management,
· Skills, vocational and management training,
· Rural development, agricultural support,
· Environmental education and protection,
· Development of appropriate technologies,
· Development of small-scale enterprises and income-generating activities, · Credit and saving programmes,
· Gender issues.

COSPE staff (agricultural experts, economists, sociologists, experts in training, craftsmen) monitors the development of projects, collaborates with partners in Developing Countries, devises new programmes and promotes their financial support.

COSPE head office in Florence (Italy) manages and co-ordinates all the activities, recruits personnel and provides funds for the purchase and shipment of materials to all projects. In specific sectors COSPE relies on volunteers to support their work.
Every year the General Assembly elects a Steering Committee, with a President and a General Secretary, that is responsible for administration and all the institutional aspects.

ACTIVITIES OF COSPE IN ITALY

Initially, COSPE's activities in Italy were mainly related to development projects carried out in the South of the world and consisted of providing education on development issues in schools and organising antiracist programmes. At the same time COSPE produced a series of videos on development education and published a calendar annually, illustrated with photos from the South of the world. However, by the end of the 80's the ever-growing number of immigrants highlighted the importance of awareness campaigns on racism and the rights of immigrant citizens. The most important response to this in Italy was the training of cultural and linguistic mediators.
COSPE is now working with and for the immigrant communities on: vocational training, income generation, anti-racist training and to support a policy of equal opportunities for immigrants in Italy.
COSPE carries out awareness fund-raising and educational activities addressed to the Italian public, to foster a culture based on the values of participation, co-operation and solidarity.
In the last years COSPE has promoted many inter-cultural activities such as linguistic workshops for children of immigrants, refresher courses for social and health workers dealing with immigrants and anti-racism training. COSPE, in collaboration with other Italian and internationals NGOs, promotes campaigns on global issues, such as the foreign debt of the South of the world, the use of pesticides in developing countries that have been banned in Europe and the continued use of landmines.
COSPE collaborates with several associations and solidarity groups in Italy in organising activities which support projects in Developing Countries. COSPE co-ordinates its activities with Italian local authorities such as Regional and Town Councils, in order to increase support to development projects. The twinning between Italian local administrations and municipalities in the South is becoming an important occasion to establish the bases for decentralised co-operation.

ACTIVITIES IN SCHOOLS
Due to the increasing number of families immigrating to Italy and the growing number of foreign children in Italian schools, COSPE, financed by the EEC, launched a three year project working in schools and public health centres. The project dealt with two fundamental aspects: the organisation of bilingual workshops for foreign students, especially Chinese and Arabs, aiming to maintain the mother tongue whilst teaching Italian, and the development of a programme to encourage an inter-cultural approach in the classroom, based on the ethnic composition and age groups present. To date COSPE has worked with 550 foreign students and many classes and has provided training for 180 teachers in the adoption of a multicultural approach in schools.
In 1996 the MEET (Multicultural European Educational Transfer) project began as a part of the international project Socrates, and is funded by the EU and Region Toscana. This project, in collaboration with several European partners (Holland, France, Belgium and Britain), aims at the production of multi-medial didactic material, with a multicultural approach through language. COSPE is at present participating in local programmes dealing with:

LOCAL ACTIVITIES
Very soon it became evident that it was necessary to work not only with schools, pupils and teachers, but with the families themselves of the immigrant students and the whole structure of society. On the 1st of June 1996 the "From Square to Square" project began, consisting of a mobile information service for the Chinese community, funded by the province of Florence. The great success of this initiative led to another project jointly funded by Regione Toscana and the EU, which aimed to create a telephone information service (Telefonomondo). In one year, Telefonomondo provided more than a thousand consultations both with immigrants and the local social services.
In 1998, Telefonomondo became Parlamondo to stress that it was a service both for information and telephone interpreting. Within the European project Horizon, the province of Florence funded a training programme for immigrants towards self-representation and information, in order to realise self-managed information services.
Related to this "Mondo Babele", a series of radio programmes transmitted by 8 regional radio stations, was funded by Regione Toscana. The programmes were broadcast in several languages, attempting to increase public awareness of initiatives working for developing countries, and promoting a policy for the equal rights of immigrant citizens. The objective was to create the conditions whereby it was possible to encounter different cultures for mutual progress and growth.
The project "I cieli" (The Skies), funded by the Italian Ministry of Foreign Affairs, consists of the publication of monthly bilingual magazines and literature by foreign writers. These allow the spread of different cultures and enable immigrants to keep up to date with the cultural productions of their home countries.

EDUCATION ON DEVELOPMENT ISSUES
In 1997 the Italian Ministry of Foreign Affairs co-funded an important campaign on development education. This focused on food products and their consumption and was directed to a wide public on a national level. COSPE, with its growing commitment, crosses over project boundaries in its work in education, antiracism campaigns and intercultural training. COSPE's commitment to the promotion of human rights can be seen in its campaign against the use of landmines and its support for democracy in Albania. COSPE has produced a series of videos called "Intermedia" which have proved to be a useful tool for education workers. It has also produced documents on the relationship between the north and the south of the world, and the use of pesticides. These are examples of the wide ranging areas in which COSPE has worked and is working at present.

ANTIRACISM CAMPAIGNS
The ideal which permeates the different sectors of intervention in anti-racism campaigns is the fight for equal opportunities and human rights for minority groups. COSPE is increasingly involved in the national Anti-racism net and collaborates with various other associations as part of these activities. COSPE participated in the talks that led to the new law on immigration by presenting data collected at the information service points. This information highlighted to local and national administrators the problems and difficulties experienced by immigrants. One anti-racism project was "Tutti nella stessa barca" (Everyone's in the same boat). This took place from 1996 to 1998 in Bologna and was funded by the EU. Another campaign was carried out in collaboration with the Ministry of Internal Affairs and provided training for the police force on anti-racism issues.

GENDER ISSUES
Particular attention has been given to the needs of foreign women and various activities have been implemented regarding research into women's living conditions and vocational training. COSPE's NOW (New Opportunities for Women) project, funded by the European Social Fund, was developed from this experience, to support the entrepreneurial initiatives of women.

GENERAL STRATEGY AND SYNERGISM AMONG AREAS OF ACTIVITY
The various sectors of intervention are deeply interconnected and it is difficult to draw definite boundaries between them. For example the occupational project Horizon and the school project Socrates have been highlighted by the EU as a model approach to reducing racism even though they were not originally conceived as antiracism awareness projects. Each new project holds the potential to continue after the fixed term and the exhaustion of its funds. Ultimately, COSPE is working towards the self-sustainability of its projects in order to maximise its potential and organise its work most effectively. A co-ordination group has started working in order to achieve this objective, looking for issues which are relevant both with overseas projects and with new communities in Italy.

ACTIVITIES IN TEAMS
Working in teams is becoming a strong and positive experience at COSPE. At present, decisions regarding new projects to be undertaken are discussed by the group Toscana, the group Emilia and the group for Italian projects. The result of these efforts is evident in the mutual growth and reinforced co-ordination registered in the various activities. The reorganisation process though still on its way, is proceeding very well.

EUROPEAN CONNECTIONS
Thanks to the big campaigns funded by the Ministry of Foreign Affairs, such as the Horizon, Socrates and NOW projects, and its co-ordination with other NGOs on a national level, COSPE is strongly committing itself to an exchange of experiences, focusing on activities jointly planned with internationals partners. Working on a European level allows a rapid updating of work methodology, and avoids the repetition of mistakes and experimental phases. COSPE has recently joined Babelea, a European association, that works in a simultaneous translation service with minority ethnic groups. COSPE's partnership is in continuous demand in this area due to the experience it has accumulated in its years of training cultural mediators, and the importance that has always been given by COSPE to the creation and support of internationals nets.


 

COSPE ACTIVITIES WITH THE IMMIGRANT COMMUNITIES ARE:

Tuscany Region:
· Action-Research on the condition of immigrant women in Tuscany.
· Support for the creation of the immigrant Co-operative of mediators on language. · Recognising the competencies of Chinese pupils.
· Following up the implementation of the language and culture mediators in 5 Mother and Child Centres of Florence and Pisa.
· Training the operators of the Mother and Child Centres in inter-cultural communication.
· Information bus serving the immigrant population, moving through squares and market places frequently visited by the immigrant communities; the service informs the community about the functioning of Italian institutions, how to have access to services, and on the rights and duties of citizens.
· Improving the standards of Prato and Campi Bisenzio school teaching and workshops on language didactic to facilitate the arrival of children.
· Reduction of the dropout rate of children from schools through the elaboration of evaluation schemes of their curricula. Language mediation to facilitate school/family relationships.
· Training of service operators who work in contact with immigrants.
· Inter-cultural workshops in Chinese and Italian in the Florence, Campi Bisenzio and Prato schools.
· Course of functional Italian on traffic education. Adult immigrants literacy, production of didactic materials in Italian, Chinese, Arabic and Albanian.
· Inter-cultural workshops in different languages in schools.
